refactor(workorder): 重构工单状态聚合逻辑-只处理撤回任务状态

- 引入 WorkOrderStatusAggregator 工具类统一处理子任务状态聚合
- 优化撤回任务操作中的状态计算逻辑
- 在 PatrolTaskStatusEnum 中添加权重和忽略状态配置
- 为各巡检任务状态添加对应的主任务状态映射关系
- 实现基于权重的最小进度状态选择算法
- 移除原有的硬编码状态检查逻辑
